Traditional and Innovative Funding and Financing Options for Virginia and Its Localities

Project No: 103638

Target Completion Date: February 19, 2019 Environment, Planning, and Economics

About the project:

This project will provide a guide to funding sources and financing tools specifically serving transportation projects in Virginia localities, including criteria for locality eligibility. The guide will inform Virginia Department of Transportation (VDOT) district planners, local authorities, and eligible private-sector entities of current means to fund or finance local transportation projects.

The project will identify funding sources for local projects programmed through VDOT’s Six-Year Improvement Program (SYIP) and funding/financing options available to localities on direct application. The research will entail interviews with VDOT staff, planning district commissions, metropolitan planning organizations and local authorities.  Despite the short duration of the new federal transportation authorization (MAP-21), the guide will identify federal programs and financing tools in MAP-21 that facilitate local transportation projects.
