Local Transportation Funding in Virginia: Lessons Learned

About the project:

Some Virginia localities have used alternative funding sources to implement transportation improvements when state funding was not available.

The purpose of this study is to establish a factual basis of information on what local governments have been able to accomplish when using existing legislative authority and resources.

A secondary purpose is to identify funding sources that are promising for road-construction projects but that currently are not used in Virginia.

The methodology for this study includes a literature review, a survey of local governments and interviews with Virginia Department of Transportation (VDOT) staff and local officials. The final report will contain guidance in the form of lessons learned.
