Extent of VDOT’s Exception Process for Access Standards

About the project:

This study will document the extent to which exceptions to the Virginia Department of Transportation access management standards have been granted for commercial landowners who requested an entrance permit, as well as identify highway safety impacts, if any, at locations where exceptions were granted.  Major tasks include: (1) a review of the literature regarding state access management standards and processes for handling exceptions;  (2) a summary of the frequency  and type of exceptions granted (relative to the total number of entrance permits granted) in Virginia for the period 2011- 2015; (3) identification of potential safety impacts based on a review of crash data; and (4) a recommendation to either continue the exception process without modification or to probe safety impacts more deeply if warranted.
