About the project:

The project proposed here would address the impact of potential pay adjustments for smoothness on bid prices and the corresponding ultimate costs of HMA construction. More fundamentally, it will also explore the amount of impact that should be expected and is justifiable due to increased or reduced value. The project will approach these issues by responding to the following four questions: 1) How have/do potential incentives/disincentives affect bid prices?, 2) What is smoothness worth to the owner agency in terms of life-cycle costs?, 3) What is smoothness worth to the traveling public – to consider vehicle operation and comfort & safety?, and 4) Assuming that higher incentives can be justified, what does Virginia/Federal law permit?
