The Virginia Department of Transportation (VDOT) collects thousands of tons of street sweeping residual materials annually. This number is expected to grow as more street sweeping is conducted in urban areas to meet National Pollutant Discharge Elimination System Municipal Separate Storm Sewer System pollutant reduction requirements.
Due to current regulations, these street sweeping residuals are considered solid waste and therefore sent to landfills for disposal. As landfill space becomes limited and the volume of residuals increases, disposal costs will increase as well.
To minimize this increase in disposal costs, VDOT is investigating the possibility of gaining a beneficial use determination from the Virginia Department of Environmental Quality for road waste residuals from street sweeping. Attaining this designation for road waste residuals would allow VDOT to reuse some portion of this material for applications that do not contribute to the deterioration of the environment.
