About the project:

The purpose of this research is to identify measures of effectiveness that VDOT may use in long-range transportation planning. There are two main objectives, each of which responds to a research need identified by TPRAC. The first is to identify MOEs that other planners have found to be effective in judging the utility of long range plans. The second is to determine factors, such as accuracy of socioeconomic predictions or the extent of fiscal planning, that influence the likelihood of a plan being implemented. If MOEs for long range planning can be defined, then the already comparatively small budget for planning can be put to better use.
