About the project:

Virginia’s high occupancy vehicle (HOV) system has proven effective in enhancing mobility in the Commonwealth.  This success, along with the availability of electronic toll-collection technology, has led the state to expand its HOV system and to pursue implementing high occupancy toll (HOT) facilities. While these facilities hold promise to help address Virginia’s growing travel demands, the challenge of enforcement of HOV/HOT facilities is critical and quite complex. 

The purpose of this project is to critically examine violation enforcement on HOV and HOT facilities.  This project will focus on:

1) The impact of existing manual violation enforcement techniques on HOV violation rates;
2)  The feasibility of using new technologies and techniques to improve the effectiveness of violation enforcement; and
3)  The impact of violation enforcement techniques on the operations of HOV/HOT lanes.
