Development of Guidelines for Establishing Shared-Use Park-and-Ride Lots

About the project:

Due primarily to the expense associated with constructing new park and ride (P&R) facilities, The Virginia Department of Transportation (VDOT) is interested in the concept of leasing underutilized parking from private lot owners to supplement construction of new, or expansion of existing P&R facilities.  Limited guidance exists to address capacity-constrained P&R lots; a significant issue that affects many major metropolitan regions with well-developed transit and P&R systems. Additionally, there have been limited studies performed to explore the role of shared use P&R for users and stakeholders. The purpose of this research is to examine the benefits, opportunities, issues, and concerns of shared use P&R lots in Virginia.  The findings will culminate in a deliverable to VDOT of lessons learned and guidance for possible future leasing P&R lots.
