A Survey of Collaborative Transportation Planning Techniques and Their Application to Corridor Access Management Plans

About the project:

VTrans 2035, Virginia’s strategic long-range transportation planning document, designated 11 Corridors of Statewide Significance.

These corridors are defined by major highways: five corridors run along an interstate and the other six along a U.S. route. Corridor master plans are intended to provide a vision and goals for each corridor and are to be developed by the Virginia Department of Transportation in collaboration with localities.

If this collaborative process is successful, then it is more likely localities will incorporate relevant parts of these master plans into their comprehensive plans.

This study will examine the latest developments in collaborative planning and examine case studies of these processes that state transportation departments , localities and MPOs have employed to develop practices VDOT could use to engage locales when developing their corridor plans. VDOT can then apply these lessons when engaging localities in developing corridor access management plans
