This proposal presents the rational and details for the establishment of a transportation technology transfer center (T2 center) at the Virginia Highway and Transportation Research Council in Charlottesville, Virginia. It has been prepared in accordance with the guidelines transmitted by James M. Tumlin, the Division Administrator, Federal Highway Administration, with his letter of November 20, 1985, to Deputy Commissioner Oscar K. Mabry of·the Virginia Department of
Highways and Transportation.

Since its formation in 1948 under an agreement between the VDH&T and UVA, two primary objectives of the Council have been the transfer of technology and the education and Taining of men and women in the fundamentals of transportation engineering and related subjects. These objectives have been emphasized in the agreements between the VDH&T and UVA.
