This report discusses the philosophy and evolution of performance related specifications. The properties of most importance in the construction of asphaltic concrete pavements, as well as the associated specifications, are listed and discussed. The importance of specifications established to control uniformity or to provide a standard basis for bidding is mentioned. Recommendations for making the Virginia Department of Highways and Transportation's specifications for bituminous concrete as performance related as practical are presented.
