A Management System for Evaluating Trailer/Motorcycle, Auto/Truck, and Rejection Receipts in the Virginia Periodic Motor Vehicle Inspection Program

In 1974, at the request of the Department of State Police, the Research Council developed a system for management evaluation of inspection approval receipts issued under the state's periodic motor vehicle inspection program (PMVI). Implementation of this procedure permitted the State Police to sample fewer receipts than in previous evaluations and allowed for more suitable statewide inferences concerning the PMVI program. In addition to approval receipts, the Virginia inspection program also issues trailer/motorcycle and rejection receipts. This report describes an enhanced version of the original management system for approval receipts(1) as well as an evaluation system for trailer/motorcycle and rejection receipts. In addition, a procedure is outlined and software provided to implement an evaluation of stations suspected of improper inspection practices. This new management system provides for evaluation of the Virginia PMVI program at a lower cost and with greater accuracy than was previously possible.
