About the report:

The report provides a general exposition of the legal implications of the utilization of the airspace above the highways of the Commonwealth, examines Virginia's legislation in this area, and suggests improvements in the form of the Model Airspace Act drawn up by an American Bar Association subcommittee. The statutes of two other states are also presented for comparison with Virginia's.
