About the report:

This study examined the agencies that review the environmental impact statements (EIS) prepared on highway projects and was an attempt to shed light on the functions, personnel, and problems of the offices that saw the statements. The report covered all major federal and state agencies to which the EIS draft was distributed. The report has three parts: First, a section covering the production and distribution phases of the EIS; second, a summary of the processes and problems of the review agencies; and third, a conclusion. There is a short discussion of the negative declaration in the appendix.
