The purpose of the study was to define the current traffic records system of the Commonwealth so as to identify deficiencies as specifically as possible; to suggest changes to upgrade the system to meet current and projected demands at maximum efficiency and minimal costs; and, finally, to determine the feasibility of the proposed system.
