The initial Management Plan for Historic Bridges in Virginia, completed by VTRC in 2001, identified the management/treatment needs for the bridges in Virginia which are individually eligible for the National Register and are under state purview. This plan has been acknowledged by both the historic bridge preservation and the bridge engineering communities as one of the most successful such plans in the United States. When the initial plan was completed and implemented, it included recommendations that the plan periodically be reviewed and updated approximately every 10 years. The first update was undertaken in 2013-2017. Under the 2016 Programmatic Agreement regarding the management of cultural resources, including bridges, in Virginia, updates to the Management Plan are now required every 5 years (the signatories of this agreement include VDOT, the Federal Highway Administration, the U.S. Army Corps of Engineers, the Tennessee Valley Authority, the Federal Emergency Management Agency, the Advisory Council on Historic Preservation, and the Virginia State Historic Preservation Officer). The proposed project will constitute the next 5-year update, which will address maintenance recommendations and current management issues for each of these historic structures, as well as major changes to these structures since the completion of the previous Management Plan.
