System Operations as a Core Function: A Scan of the State of the Practice

About the project:

Increasing attention is being given by state DOTS to making more efficient use of their existing transportation systems. VDOT's Executive staff has recognized that maximizing the performance of its transportation system is critical to the operation of its infrastructure. In January, 2004, the VDOT commissioner established the Chief of System Operations (CSO) as an executive level position. The CSO needs a substantial resource base as this program becomes an integrated and highly visible core business function. The intent of this research is to compile and expand knowledge about system operations practices through contacts with key state/municipal administrators who have, or are soon to have, sytem system operations as a core function. These contacts, as well as a compilation of literature, will provide an excellent knowledge base, lessons learned, common issues, practices, and other pertinent data that will assist VDOT in the development of this new core function.
