This project will review the performance of private sector congestion monitoring systems. The performance characteristics of deployed systems will be reviewed, and simulation will be used to gain further insight into the use of wireless phone tracking technology. In cases where the private-sector systems performed adequately during deployment, the institutional arrangements between the transportation agencies and the private-sector providers will be reviewed. A comprehensive review of legal and privacy issues will also be conducted. The final outcome of this research will be a comprehensive implementation guidance document to support DOTs in deploying private sector congestion monitoring systems.
