About the project:

Historically, operations have not been a major consideration in VDOT’s project development process for most projects. In all but very large projects, maintenance of traffic plans are developed with ease of construction as the primary concern and movement of traffic through the construction zone as a lower priority.  By taking operations into consideration, much earlier in the process and including operational issues in decisions made throughout the project lifecycle, inconvenience to motorists could be reduced and safety could be enhanced, not only for the duration of the work zone but also once the project is complete and in service. The purpose of this study is to incorporate operations into the project development process of VDOT.  The deliverable will be documentation of a revised process in which operations play a role in each phase of project development. The benefits can take the form of both improved traffic flow and enhanced safety.
