Enhanced Performance Specifications for Embankment Construction

About the project:

The concept of enhanced performance specifications is to provide the earthwork contractor with as much freedom as possible to control construction operations and, associated with that freedom, to make the contractor responsible for embankment performance. This approach is in contrast to more prescriptive specifications, which require full-time inspection to provide quality assurance. Enhanced performance specifications, on the other hand, can produce a good result with less demand on VDOT’s limited number of construction inspection personnel.
