About the project:

The Washington metropolitan region ranks among the worst in the nation for traffic congestion.  Changes taking place as a result of the 2005 Base Re-Alignment and Closure (BRAC) activities are creating additional transportation challenges in Northern Virginia, particularly in the Interstate 95 corridor.

This pilot project, funded through FHWA’s Value Pricing Pilot Program, will demonstrate the effectiveness of “dynamic ridesharing” to reduce the number of single-occupant vehicles traveling the corridor, thus reducing congestion.  Drivers and riders will be matched via a smartphone application, and a per-mile charge will be paid by the riders to the drivers electronically.

The goal of the project is to significantly reduce single-occupant vehicle use and to create a self-sustaining program within the project timeline.  An evaluation will be conducted to measure single-occupant vehicle reductions both in terms of number of vehicles and vehicle miles traveled.  Environmental impacts of these reductions will also be estimated.
