Development of Incident Data Collection Standards for VDOT Freeway Operations

Project No: 72126

Target Completion Date: May 26, 2005 Safety, Operations, and Traffic Engineering

About the project:

The effective management of incidents is necessary in order to maintain efficient freeway operations. Within the Virginia Department of Transportation (VDOT), there are a number of units responsible for contributing to incident management. Most of these groups currently collect data describing the incidents they manage in order to facilitate real-time coordination, and to allow for post-event analysis to improve incident management practices. However, the units generally collect different data and describe incident characteristics in different ways. This significantly reduces the value of this data. The purpose of this research project is to develop incident data collection standards for use in VDOT freeway operations. The standard will be developed based on reviews of national and regional standards, interviews with VDOT professionals and extensive use of scenarios to "test" the standards.
