The purpose of this research is to develop criteria for the selection, evaluation and prioritization of bicycle and pedestrian safety projects in Virginia. This will involve the identification of sites and conditions that are hazardous to bicyclists and pedestrians, the development of appropriate countermeasures to address these hazards, and the assessment of the effectiveness of these bicycle and pedestrian safety countermeasures. Recommendations for enhancing the identification of safety hazards and the improvement of the bicycle and pedestrian safety program project selection and evaluation processes will result. Additionally, the research will demonstrate the applicability of the proposed countermeasures in prioritizing the allocation of safety program funds.
