Customizing the Highway Safety Manual (HSM) for Virginia

About the project:

The first edition of the Highway Safety Manual (HSM) was published in 2010 and is widely accepted as an authoritative resource for addressing highway safety issues. Highway agencies are encouraged to customize the HSM using state-specific data to maximize the utility of the tool.  In 2013, the Virginia Transportation Research Council assessed the HSM for use by the Virginia Department of Transportation (VDOT) and recommended using Virginia-specific data to modify two components: (1) the safety performance functions (SPFs); and (2) crash proportions. This project will be undertaken to identify and collect the data required (some is currently not available within VDOT) to customize HSM SPFs, crash proportions, and parameter values for use in Virginia.  The scope of this effort is limited to facility and site types included in the first edition of the HSM.
