Traffic safety research was noted to have been unable to produce any empirical evidence that the introduction of a point system would affect, either negatively or positively, traffic accident statistics. In view of this absence of evidence, the similarity between Virginia's record-keeping procedures and one type of point system, and the admitted administrative description incident to a complete changeover, the introduction of a point system for handling traffic convictions in Virginia was not recommended.
