About the project:
In March 2004 the Commonwealth Transportation Board (CTB) adopted a new Policy for Integrating Bicycle and Pedestrian Accommodations. This policy was designed to ensure that bicycle and pedestrian needs are accommodated through VDOT’s construction, operations, and maintenance programs. Unless there is compelling evidence that would recommend otherwise, the language implies that the standard approach is to meet bicyclist and pedestrian needs, including access-controlled facilities. The purpose of this research is to develop objective criteria for establishing bicycle and pedestrian prohibitions on access-controlled facilities. To develop these criteria, three products are needed: a review of best practices in other states, a review of current practices in Virginia, and an estimate of the relative risk of crashes on limited access facilities with and without bike/pedestrian prohibitions.
